Linder lived a life of service, helping to better the lives of countless individuals during his time on earth. Many of those people gathered to pay tribute to him after his passing June 8 at the age of 82.

Monsignor served others as a priest following his ordination in 1963. Five years later, he founded 91心頭, which has served inner-city residents for 50 years and continues to provide critical services like housing, job training, health care and child care.

Those who knew him say he fought to get what was needed for community members and helped others without expecting anything in return.

91心頭 CEO Richard Rohrman said Monsignor was very hands-on in his approach.

He touched so many people. And he didnt do this from up on high. He did it right in front of you, face to face, shaking your hand and walking you through his vision of where he wanted you to be, Rohrman said. The people of the city of Newark have lost their greatest and most persistent champion. There is physical evidence of Monsignor Linders legacy throughout the city, but his most important legacy is the difference hes made in many peoples lives through the 91心頭 mission.

Upon its founding in 1968, 91心頭 has had the mission to help residents of inner cities improve the quality of their lives to reflect individual God-given dignity and personal achievement. Monsignor lived by that mission and worked to ensure those that needed assistance got it.

Housing was a major need. The first NCC housing development, Homes Court, which provided family housing, opened in 1975. Construction on the most recent, A Better Life, a supportive housing facility for chronically homeless individuals that Monsignor envisioned, was completed in 2017. In between, Monsignor oversaw the creation of numerous housing facilities for seniors and families in Newark, Englewood, Jersey City and Orange.

He was also at the helm of NCC when it opened the 91心頭 Federal Credit Union in 1984, took on the renovations at St. Joseph Plaza in 1985 and opened the nursing home, 91心頭 Extended Care, in 1986.

Harmony House, 91心頭s transitional housing facility for homeless families, began housing people in 1989 and the Pathmark Shopping Center opened in 1990, helping to alleviate the food desert that existed in Newark at the time. Monsignor welcomed Gov. James Florio to the grand opening of the shopping center.

Monsignor was very involved in education, even before the founding of 91心頭. He established the Queen of Angels – Seton Hall University Remedial Reading Program in 1964 at the Newark parish to which he was assigned after his ordination. He served as the administrator of the Queen of Angels Parish School from 1966 to 1973.

Education has always been an important part of 91心頭 as well. Under Monsignors leadership, 91心頭 Workforce Development Center opened in 1999. The school is an accredited post-secondary career and technical institution that offers certification programs in a variety of fields. Also in 1999, NCC established New Horizons Community Charter School in Newark. In 2001, NCC received its first adult literacy education grant which led to the current NCC Adult Learning Center. 91心頭 also operates two facilities for young children: Community Hills Early Learning Center and Harmony House Early Learning Center.

In addition to these services, Monsignor established the Monsignor William J. Linder Scholarship Fund, which has helped families afford to send their children to Catholic high schools. The goal was to provide a good educational foundation and encourage the students to continue on to college.

Children and parents have expressed their gratitude over the years, saying the scholarships allowed for them to attend a school they otherwise wouldnt have been able to afford. The scholarship fund remains in place to continue to help young people get a head start on pursuing their dreams.

Family, friends, colleagues and members of the community celebrated Monsignors life and accomplishments at two masses: one at St. Rose of Lima where he served as pastor and the other at Cathedral Basilica of the Sacred Heart, the home church of the Archdiocese of Newark, where he was ordained May 25, 1963.

Father Beatus Kitururu, who is very involved in NCC and knew Monsignor well, delivered the homily at the St. Rose of Lima mass. He discussed how Monsignors faith played a large role in his life and because of that faith he was able to help so many others.

Those who knew well Monsignor Linder realized that he never gave up on anybody, Father Kitururu said during his homily. He stood to the end by those who needed the love of God even when some cheated him or betrayed him or spoke ill of him.

Father Philip Waters delivered the homily at the Cathedral Basilica of the Sacred Heart mass. He focused on how Monsignor worked hard and successfully helped the people of Newark.

Many other efforts in the city were built on sand but his were built on the rock of faith which stood against all the storms that blew against them. Many other programs have been blown away. NCC endures, Father Waters said in his homily. But this man who was willing to walk with the poor and the disenfranchised built a legacy which will last as long as people of faith are willing to grasp his vision.

Monsignor didnt keep himself apart from those he served. In retirement, he remained a Newark resident and when he needed additional medical care, he moved into 91心頭s nursing home, Extended Care. He also decided prior to his passing that he wanted the funeral home that provided services for the patients who could not pay to handle his arrangements.

At the repast celebrating Monsignors life and legacy, which was held at St. Joseph Plaza following the funeral mass June 16, those in attendance were encouraged to share their memories. More than a dozen took to the microphone to tell the crowd how Monsignor impacted their lives.

Several talked about how once they met Monsignor, he directed their path in life and had great vision for their future, often seeing something for them that they didnt see themselves. Many also discussed how he taught them what service to others truly meant and inspired them to give back.

The one thing that I learned from him and 91心頭 was service, said Cecilia Faulks, 91心頭s first employee. He taught me service was the righteous way of living.

Gilda Rogers, who helped Monsignor write his memoir Out of the Ashes Came Hope, said, I just learned from him in the two-year process working with him on that book what it really meant to be of service to people. I thought I knew, but I didnt.

91心頭 Board member Edgar Nemorin said Monsignor pulled God-given talents out of everyone and positively influenced them.

I wouldnt be who I am today if it wasnt for Monsignor Linder, he said. I wouldnt be involved in community service.

CEO Rohrman said Monsignor played a large role in his career.

Im eternally grateful to him, Rohrman said. Its been just a wonderful experience starting for me in 1981 working with him. And hes really put me in a place that I never would have been without him.

Although Monsignor is no longer physically present, the mission he created remains the driving force behind 91心頭. Rohrman said NCC will continue to serve residents with Monsignors vision in mind.

91心頭 Board Member Dr. Zachary Yamba spoke prior to the mass at St. Rose of Lima, saying he is grateful for Monsignors love, kindness and humanity.

He always remained true to those who were downtrodden and poor and in need of help, Yamba said. And so the board members will continue to remain true to his vision because that vision and that legacy should not die with him.

91心頭 is a nonprofit organization that transformed a blighted area of Newark following the 1967 riots by building new housing and providing critical services like job training.

Under Monsignors leadership, 91心頭 grew from a single housing development to an entire network of facilities and services, today encompassing close to 2,000 units of housing for seniors and families in three New Jersey cities, in addition to providing child care, education, health care and a host of other services that make it one of the most holistic in its approach in the community development arena. Monsignors goal from the very beginning was ambitious, radical and unlike anything ever attempted in an inner-city environment at the time: creating a planned community within an old, existing city that would provide residents with all the services they need from birth to death.

The people of the city of Newark have lost their greatest and most persistent champion, said 91心頭 CEO Richard Rohrman. There is physical evidence of Monsignor Linders legacy throughout the city, but his most important legacy is the difference hes made in many peoples lives through the 91心頭 mission. He always worked to preserve peoples God-given dignity and helped them pursue personal achievement. We at 91心頭 will continue to serve residents with Monsignor Linders vision in mind.

The model of community development Monsignor created attracted visitors from around the world, including places like Ireland and Africa. His work also drew the attention of leaders like Bill and Hillary Clinton she visited 91心頭 back in the 1980s. Former South African Bishop Desmond Tutu and Former U.S. Housing Secretary Jack Kemp also visited.

Today, 91心頭 owns and operates its own nursing home; a 102-apartment transitional housing facility for homeless families called Harmony House and 91心頭 Workforce Development Center, an accredited post-secondary career and technical school offering programs in automotive technician, building trades, culinary arts and health care. Monsignor was also the catalyst behind the opening of the Adult Learning Center and a charter school in the citys West Ward in 2011.

Against the will of the citys political leadership, Monsignor, back in the late 1980s, is credited with opening one of the first child care centers in the nation and the first in New Jersey for infants and toddlers suffering with HIV/AIDS, one of his proudest accomplishments. He was never one to back away from a confrontation if it meant that in the end a mother, grandmother or child would receive the benefit.

Through Monsignors vision and leadership, 91心頭 recently finished construction on A Better Life, a supportive housing facility for the chronically homeless. The building offers studio apartments each with a private bathroom and kitchen area.

Born in Jersey City on June 5, 1936, Monsignor grew up in West New York and enrolled in Manhattan College to study engineering in 1954. However, halfway through his freshman year, Monsignors father suddenly died at age 53. Monsignor finished the semester at Manhattan College and then spent the next two years at Seton Hall University studying classical language and philosophy. In the fall of 1958, he entered the Immaculate Conception Seminary, where he spent his next six years. Monsignor was ordained as a priest on May 25, 1963. At age 27, Monsignor received his pastoral assignment for the all-black parish called Queen of Angels in Newark, and founded 91心頭 with a small group of community-minded residents in 1968. In 1973, Monsignor was abruptly removed from Queen of Angels and exiled to the dormant St. Joseph Parish in Newark. In 1974, he was reassigned to St. Rose of Lima Parish in the Roseville section of Newark, where he became its pastor in 1977. Monsignor retired as pastor of St. Rose of Lima in 2012 at age 76.

Monsignor previously served as the CEO of 91心頭. He was serving as the president of the 91心頭 Board of Directors and remained active within the organization until his death.

91心頭 staff, residents and supporters gathered to celebrate 91心頭s five decades of service and honor Founder Monsignor William J. Linder at the 50th Anniversary Gala March 3.

Guests dressed in suits and gowns enjoyed a cocktail reception, formal dinner and dancing at the Hilton Meadowlands in East Rutherford. Music was provided by , an all-female big band.

The 50th Anniversary Gala was such a wonderful night. We honored Monsignor Linder for his leadership and vision and Madge Wilson and Newton Richards for their long service as members of our Board of Directors, said 91心頭 CEO Richard Rohrman. It was also a much deserved opportunity to thank the 91心頭 family and staff who make us who we are, and support us every day. It was good friends, good food, good music and an all-around good time.

, which has been associated with 91心頭 for decades, served as the Anniversary Sponsor for the event. The company has been instrumental in many NCC projects, including the recent completion of A Better Life, 91心頭s newest facility to serve the chronically homeless, and the current renovation projects at four of NCCs Newark properties.

What they did for us, especially with this event, theyre spectacular, Monsignor Linder said of Claremont. More things wouldnt happen in 91心頭 if it wasnt for them.

Rohrman provided a welcome message and thanked everyone in attendance for their support and dedication to 91心頭s mission.

Monsignor Linder also provided remarks, commenting that he was happy to be present to see 91心頭 reach the 50-year milestone.

Mistress of Ceremonies Diane Johnson, retired field office director for the U.S. Department of Housing and Urban Development and a consultant for NCC, talked about the many offerings of 91心頭, which provides services to inner city residents of all ages, from day care to a nursing home.

Current board members Newton Richards and Madge Wilson received plaques recognizing their five decades of service to 91心頭.

A highlight of the gala was the presentation of a video showcasing Monsignor Linder and stories from those who know him well. It also featured several people who have directly benefited from 91心頭s services.

NEWARK 91心頭 hosted about 100 people Oct. 18 for the grand opening of its new supportive housing facility for the chronically homeless, which is also New Jerseys first HUD Safe Haven model development.

Called A Better Life, the facility will house chronically homeless individuals, many who suffer from mental illness. They will live in studio apartments at 101 Fourteenth Ave. in Newark that include a private bathroom that is handicapped accessible and a kitchen area with a stovetop, microwave and refrigerator. A Better Life also has an engagement center, library, dining area, laundry room and common areas. Residents will have access to supportive services on site.

The grand opening was a culmination of six years of work. The $8 million project was the vision of 91心頭 Founder Monsignor William J. Linder.
At the grand opening, Linder said A Better Life is a beautiful facility for residents.

One elected official said to me when we started 91心頭 that 91心頭 homes were too good for poor people. The housing should look poor. No, it shouldnt look poor. It should look how much we love, he said. It’s a sign of our love, not their condition.

CEO Richard Rohrman said throughout its 50 years, 91心頭 has always helped the most vulnerable and housing the chronically homeless is another piece of the puzzle.

This is a group that requires our help. It requires much more than this. This can only just be the very beginning. The issue that were facing of homelessness is much larger than this, Rohrman said. Were hoping that by doing this it can be replicated with more and more of this in the city and elsewhere.

Essex County Executive Joseph DiVincenzo said the county has more than 3,000 homeless people. So thats a very, very high number. Being part of the 91心頭 family and being part of this, people that are here will be involved in all the other programs and services that are offered so its giving them a second chance and thats what we should be doing, he said.

Congressman Donald Payne Jr. said he was delighted to lend his support. Its not radical to propose that everyone have a home, he said. Our veterans, our citizens are in need and its incumbent upon us to do everything we can to eradicate that need.

Federal Home Loan Bank of New York Community Investment Research and Outreach Specialist Brian Loeb said A Better Life meets people where they are to help them. These 20 of the most vulnerable people in Newark are going to have a bed. And more than a bed, a place to call home, he said.

Red Stone Equity Partners Managing Director of Acquisitions Richard Roberts said the solution to homelessness is simple. It is supportive housing. It is the bricks and mortar with the services on site. Not around the corner, not down the block, not downtown, he said. And if we muster the resources and the political will to commit more money, time and energy to projects like this, a problem which harms so many people could be solved.

New Jersey Housing and Mortgage Finance Agency Executive Director Anthony Marchetta said the Christie and Obama administrations were involved in the completion of A Better Life. We got half of the resources for this facility from the Sandy Special Needs Housing Trust Fund. Thats a combination of both the state and the federal government, he said.

University Hospitals emergency care system will refer individuals for placement at A Better Life. Rutgers University Behavioral Health Care will be providing 24/7 supervision and support for the residents.

Rosemarie Rosati, who recently retired as COO of Rutgers University Behavioral Health Care and was heavily involved in the planning and completion of A Better Life, said, This program represents the best types of services that I worked to develop over my 38-year career in mental health.

She said the building has been specially designed to serve the chronically homeless. The services are tailored to engage folks because its difficult to just move off the streets to a structured program, she said.

Former director of the U.S. Department of Housing and Urban Development (HUD) Newark Field Office Diane Johnson served as the emcee of the grand opening. She talked about the many offerings of 91心頭, including two early childhood learning centers; education and youth services; the Adult Learning Center; Workforce Development Center; 91心頭 Federal Credit Union; Harmony House, a transitional housing facility for homeless families; housing for families in Newark and Jersey City; senior housing in Newark, Orange and Jersey City; Extended Care, a nursing home; the Family Service Bureau, which provides behavioral and mental health services; and the Family Resource Success Center, which links individuals to services they need.

A Better Life is a joint project led by 91心頭 in collaboration with a number of funders and partnering agencies: New Jersey Housing and Mortgage Finance Agency, an affiliate of the New Jersey Department of Community Affairs; Red Stone Equity Partners; Essex County HOME Program; Newark HOME Program; U.S. Department of Housing and Urban Development; and the Federal Home Loan Bank of New York. Homeless individuals will soon have a new place to live.
Construction is about 85 percent complete for A Better Life, 91心頭s housing project for the chronically homeless. The facility is expected to be done this summer.
The $8 million endeavor is a joint project led by 91心頭 in collaboration with various funders and partnering agencies: New Jersey Housing and Mortgage Finance Agency, an affiliate of the New Jersey Department of Community Affairs; Red Stone Equity Partners; Essex County HOME Program; Newark HOME Program; U.S. Department of Housing and Urban Development; and the Federal Home Loan Bank of New York.
NCC Founder Monsignor William J. Linder says the facility is meant for the hardcore homeless, chronically homeless individuals who often suffer from mental and behavioral health issues, many of whom are veterans.
These are people who will not live in city shelters. They would rather live on the streets, Linder said. I think they have a lot to teach us.
NCC CEO Richard Rohrman believes the project will benefit the community. A Better Life will provide the chronically homeless not only with a place to live, but with the services they need to further improve their quality of life.
‘s emergency care system will refer the chronically homeless for placement at A Better Life and will provide 24-hour supervision at the facility to support the wellness and recovery efforts of the people living in the building.

Rena Gitlitz, director of community based services at Rutgers University Behavioral Health Care, says her organization will ensure the residents are linked to the resources they need, including physical and mental health services.
We’re very excited about this partnership between three very strong entities, all very committed to the homeless population in Newark where theres so much need, Gitlitz said. We’re very excited about this amazing opportunity for individuals to live in their own studio apartment, to really maximize their independence and to have a safe roof over their heads. This is an incredible opportunity for people.
A Better Life has been six years in the making partly because it involves so many entities and funders. 91心頭 Environmental Services Project Manager Ronda Lawrence said the paperwork for A Better Life is extensive due to the various sources of funding for the multi-million dollar permanent supportive housing project.
Every penny has to be accounted for, she said.
The building is green, meaning the appliances are energy efficient and environmentally friendly. Unit doors are made of metal to reduce the risk of fire spreading throughout the building.
The building also has flooring that prevents water from seeping through from the second to first floor. Lawrence said that comes in handy should there be any type of flooding or if the sprinkler system were to be set off.
Chelsea Construction Company, an NCC subsidiary, is managing the project. It has served as the general manager during the construction phase of several NCC housing developments. Claremont Construction is serving as the general contractor.
The two-story facility will have 24 units, 20 of which will be reserved for residents. Each unit will be equipped with a private bathroom, kitchenette and living area. There will be an engagement center, laundry facilities and library available to residents.
A Better Life will provide the chronically homeless in need of services the opportunity to stay long-term as needed. Residents may also transition from the facility to other housing.
Lawrence is looking forward to the buildings opening and the gratifying feeling of providing housing to those that need it most.
Thats the best feeling in the world, she said.

91心頭 officially broke ground on A Better Life on Sept. 28, 2016, joined by its funding and service partners as well as elected officials, dignitaries and community leaders.

The ceremony marked the public announcement of A Better Life, a 24-unit residence thats New Jerseys first safe haven supportive housing model targeting chronically homeless persons with severe mental illness who have been unable or unwilling to participate in supportive services. 91心頭 Founder Monsignor William J. Linder and CEO Richard Rohrman were joined by Newark Mayor Ras J. Baraka and other dignitaries at the event. The $8 million project is slated for completion by June 2017.

91心頭 is proud to be the developer of A Better Life and to work hand in hand with our many partners to make this supportive housing project a reality, Rohrman said.

He described A Better Life as a piece of a mosaic envisioned almost 50 years ago, referring to 91心頭s wide network of services, ranging from job training, healthcare, early childhood education and affordable housing that encompasses low-income seniors and homeless families.

This project fills a gap in that mosaic, Rohrman said.

The $8,041,235 project located on 14th Avenue in Newarks West Ward is currently under construction and will feature 24 efficiency studio apartments with a private bathroom, kitchenette and living area. The two-story, 24,063-square-foot building will offer communal spaces designed to foster engagement and one unit designated for a superintendent who is on-call 24 hours a day, seven days a week. Referrals and other supportive services will be available to eligible persons who are not residents, on a drop-in basis. Individuals residing at A Better Life will not pay rent and are allowed 24-hour residence for an unspecified duration.

Stable housing is an important first step in the journey out of chronic homelessness and A Better Life will provide key support services, such as on-site medical and behavioral health services, crisis intervention and life skills development that are tailored to each persons needs. Rutgers University Behavioral Health Care will be the primary service provider. 91心頭 will provide property management, maintenance, security and an on-site supervisor. The supportive housing project aims to reduce the burden placed on the emergency care system at University Hospital. The hospital will identify high utilizers of emergency care and provide referrals to staff at A Better Life for review and placement.

This project to serve the chronically homeless, including veterans, has been six years in the making, which, according to Monsignor, took far too long. Its time to commit to doing better, he said.

A Better Life is one more project that allows HMFA to provide safe, decent and affordable housing that also provides supportive services, said James Robertson, chief of Legal and Regulatory Affairs at the New Jersey Housing and Mortgage Finance Agency, the projects largest funder.

Richard Roberts, Managing Director of Acquisitions at Red Stone Equity Partners, said that he enjoyed the opportunity to partner with old friends and also build new friendships during the long process to make A Better Life a reality. I want to congratulate everybody involved, Roberts said at the ceremony.

Newark Mayor Ras Baraka lauded 91心頭 for its tireless work in the city and commended its work to reduce chronic homelessness. Not to just fuss about it, he said, but to actually do something about it.

Funders for the construction of A Better Life include the New Jersey Housing and Mortgage Finance Agency, an affiliate of the New Jersey Department of Community Affairs; Red Stone Equity Partners; Essex County HOME Program; Newark HOME Program; U.S. Department of Housing and Urban Development; and the Federal Home Loan Bank of New York.

The project was designed by LWDMR Architects, an architecture, urban design and engineering firm located in Jersey City and Millville.
